TOWN COUNCIL – Regular Meeting
Council Chambers – South Windsor Town Hall

1.      Call Meeting to Order

Mayor Delnicki called the Regular Meeting to order at 8:00 p.m. and then recessed the Regular Meeting in order to finish the Work Session.  The Regular Meeting reconvened at 8:40 p.m.

4.      Roll Call

Also Present:           Matthew B. Galligan, Town Manager

Deputy Mayor Bazzano made a motion to suspend the rules in order to go to Item 13. A.  Councillor Snyder seconded the motion; and it was approved, unanimously.

13.     Unfinished Business

A.      Resolution Appointing Matthew Riley (R) to the Board of Education

BE IT RESOLVED that the South Windsor Town Council hereby appoints Matthew Riley (R) to the Board of Education to be effective March 1, 2013 for a term November 5, 2013 to fill the unexpired term of Richard Mabey.

Seconded by Deputy Mayor Bazzano

Councillor Snyder thanked Richard Mabey for his service to the Board of Education and then congratulated and welcomed Matthew Riley on becoming a member of the Board of Education.

Mayor Delnicki called for a vote on the motion; it was approved, unanimously.

Town Clerk, Lori Trahan came forward and administered the Oath of Office to Mr. Riley.

5.      Public Input

Mr. Matthew Riley, 12 Heatherwood Drive came forward and stated he is honored to be appointed to the Board of Education and looks forward to bringing his energy and passion to the Board.  Mr. Riley then stated he is hopeful to be as good of a Board member as Rich Mabey was.

Ms. Edwina Futtner, 203 Sandstone Drive came before the Town Council to support the naming of the Water Pollution Control Facility after Joseph Carino.  Mr. Carino served the Town with dedication and knowledge.  

Representative William Aman, 878 Strong Road stated that it is hard to believe that Joseph Carino has served the Town in different capacities for over 50 years.  Representative Aman congratulated Mr. Carino and requested the Town Council to support the resolution that would be coming forward tonight naming the Water Pollution Control Facility after Joe.

Robert Dickinson, 19 Birch Road came before the Town Council to show his appreciation for what Joe Carino has done for the Town.  

Mr. Mike Sullivan, 24 Jared Court thanked the Public Work’s Department for their work during the storm.  Mr. Sullivan said he was disappointed that the Town Manager made a comment regarding the budget and equipment during the storm.  Mr. Sullivan then requested an update regarding the RFP for ambulance service in Town.  The last observation is that the Town should set their priorities as far as the budget and projects that should be done.

Deputy Mayor Bazzano made a motion to suspend the rules in order to go to Items 14. B., 14. D., and 19. A.  Councillor Snyder seconded the motion; and it was approved, unanimously.

14.     New Business

B.      Resolution Accepting the Naming of Public Lands and Buildings Sub-Committee’s Recommendation to Name the Water Pollution Control Facility in Honor of Joseph Carino

WHEREAS, the Naming of Public Lands and Buildings Sub-Committee met on Tuesday, February 19, 2013 and discussed naming the Water Pollution Control Facility in honor of Joseph Carino

WHEREAS, Joseph Carino has served the South Windsor community in many capacities for more than 50 years which has included 35 years on the Water Pollution Control Authority where he served not only as a member but was Chairperson for 22 years; and

WHEREAS, the Sub-Committee voted unanimously to recommend to the Town Council that the Water Pollution Control Facility be named in honor of Joseph Carino

NOW, THEREFORE, BE IT RESOLVED that the South Windsor Town Council hereby accepts the Naming of Public Lands and Buildings Sub-Committee recommendation to name the Water Pollution Control Facility after Joseph Carino; and

BE IT FURTHER RESOLVED that the facility will be called “The Joseph J. Carino Water Pollution Control Facility”.

Deputy Mayor Bazzano explained that the sub-committee met and unanimously chose to name the facility after Joe based on his years of service and his closeness to the subject.  It is with great pleasure to bring this resolution forward.

Councillor Yagaloff stated that Joe was a volunteer that gave his time and effort and would never have expected this type of recognition.  

Mayor Delnicki stated Joe is a humble person and hopefully this is a great surprise and honor to him.  Mayor Delnicki read an email sent in by Mr. Richard Aries who is the present Chair of the Water Pollution Control Authority, as shown in attached Exhibit A.  

Councillor Havens said that it is very rare that you would find someone to volunteer their time for the amount of years as Joe did, but any individuals  who have volunteered for a lot of years should also be recognized.

Mr. Michael Gantick, Director of Public Works came before the Council and congratulated Mr. Carino and also thanked him on behalf of the Public Works Department.  The Town appreciates everything he has done.

Mayor Delnicki called for a vote on the motion; it was approved, unanimously.

D.      Discussion Item:  Storm Charlotte (Michael Gantick, Director or Public Works to be present)

Mr. Gantick added to his previous comments from the Work Session explaining that the priorities during the storm were to get the roads opened up for emergency vehicles, begin opening the roads up so a bus and a car could pass and then making sure site line were cleared.  By Monday afternoon into Tuesday the Town was in good shape of widening the roads.  Public Works is presently going back now and taking care of snow on sidewalks.

Deputy Mayor Bazzano commended the Public Works  Department on the outstanding job they did during and after the storm.  Answering questions, Mr. Gantick explained that there are some issues regarding the storm and equipment that the Manager would like to sit down and talk about.  Mr. Gantick stated that he would be requesting an Executive Session in order to discuss more details with the Council.

Councillor Yagaloff felt that South Windsor did very good during the storm because of staffing.  Councillor Yagaloff stated he would like to have discussions in the future regarding drafting a plan in a case when there are medical emergencies during storms where trees are down, there is a lot of snow on the ground and there is no electricity.  The Town needs to coordinate the type of equipment that would be necessary to get first responders to a home during different scenarios and getting individuals to a hospital.

Councillor Prague stated that the Public Works Department did a great job and he found that many of the complaints were issues regarding contractors.  Councillor Prague then stated he liked the idea of discussing the idea of getting necessary equipment for the Town in case of medical emergencies during these types of storms.  Councillor Prague suggested that the Town contract with construction companies to store their vehicles on Town property for the winter and in case of one of the Town trucks breaking down, the Town would be allowed to use their vehicles and rent them by the mile.

Councillor Anwar thanked Public Works for their service.  Councillor Anwar suggested that sharing of assets with other Towns would be a good idea to get equipment that is necessary for different storms.  Councillor Anwar then requested that a GIS program be used to show residents where plows are when there is a storm.  This would help alleviate calls from residents and give them an idea where the trucks are and where they have been.  Councillor Anwar also stated that the Town will need to come up with more strategies in a “what if” situation.  If the electricity were knocked out during the last storm, there would have been more disastrous situations.

Councillor Snyder reminded Council members that GIS is something that is a key component that a lot of departments in Town use and is done through Information Technology.

Chief Reed explained that there is a club of snowmobilers in the Main Street area who have made their services available if they are needed during a storm to access certain properties that they would have a team of people to help the police department.  The problem is that snow mobiles are not supposed to use roads, they are only allowed to cross roads.  The other problem would be that people are not anticipating snow mobiles on the roads.  When you are talking about moving patients that may be able to be done through volunteer force but do not know if it would be frequent enough for a program to be effective.  The Police Department currently has an all terrain vehicle.  In future years do believe the Police Department will have all four wheel drive vehicles.  Chief Reed then informed residents that they would be required to clear sidewalks by Monday so kids can go to their bus stops safely.

Mr. William Carroll, 180 Scott Drive agreed with Chief Reed regarding the clearing of sidewalks by Monday.  Children need to get to their bus stop and it would be too dangerous to have small children walking in the street.

  • Executive Session
A.      To discuss potential claims and litigation regarding two issues.

Deputy Mayor Bazzano made a motion to go into Executive Session at 9:08 p.m. to discuss potential claims and litigation regarding two issues.  Councillor Yagaloff seconded the motion; and it was approved, unanimously.

The following individuals went into Executive Session:  Chief Reed (Acting Town Manager), Mayor Delnicki, Deputy Mayor Bazzano, Councillor Anwar, Councillor Beaulieu, Councillor McCann, Councillor Prague, Councillor Snyder, Councillor Yagaloff, Town Manager Galligan (conference called in), Town Attorney Dwight Johnson, Economic Development Coordinator Shari Fiveash (as deemed necessary), and Scott Defelice (as deemed necessary).

At 10:13 p.m. Councillor Snyder made a motion to adjourn Executive Session.  Councillor Yagaloff seconded the motion; and it was approved, unanimously.

6.      Environmental Health & Safety Message

Chief Reed informed the public that the Town pays for street lights whether they are on or off.  Please call the Police Department to report street lights that are not working or go on the C L & P website to report it.

Councillor McCann explained that there is a different chemical used on the roads to remove the snow and ice.  Residents should wash their cars more frequently to get the chemical off of their car in order to extend the life of their car.

Councillor Prague informed any residents who switched their electricity to another provider other than C L & P to make sure everyone checks what they will be charged because some are coming in higher than C L & P.

BE IT RESOLVED that the South Windsor Town Council approves the Minutes of the following Town Council Meetings;  Work Session Minutes of February 4, 2013; and Regular Meeting Minutes of February 4, 2013.

10.     Reports from Standing Committees

Councillor Beaulieu announced that at the next Town Council meeting in March, the Town audit will be discussed.
Councillor Snyder reported that the next Capital Projects Sub-Committee meeting is scheduled for Wednesday, February 20, 2013 at 5:00 p.m. at the South Windsor Town Hall.  The sub-committee will be reviewing the items that did not pass referendum that still need to be completed.  Councillor Snyder requested that Town Council members review this information for the next meeting.  Mayor Delnicki requested that the information be sent to the Council again.

Mayor Delnicki explained that the Naming of Lands and Building Sub-Committee discussed a recommendation to name the basket ball court at the South Windsor High School after Coach Charlie Sharos.  Deputy Mayor Bazzano and Councillor Yagaloff both spoke in favor of this suggestion.  Mayor Delnicki questioned Council members if there was a general consensus to support a resolution that would go to the Board of Education with this recommendation.  There was general consensus.

Councillor Beaulieu and Councillor Yagaloff made a motion to approve Items 13. B. through 13. S. as the Consent Agenda.  Deputy Mayor Bazzano seconded the motion, and it was approved, unanimously.

B.      Resolution Reappointing Mark Peterson (R) to the Building Code Board of Appeals

BE IT RESOLVED that the South Windsor Town Council hereby reappoints Mark Peterson (R) to the Building Code Board of Appeals for a term ending January 1, 2018.

C.      Resolution Approving a Refund of Taxes to Eleven (11) South Windsor Taxpayers

BE IT RESOLVED that the South Windsor Town Council hereby approves a refund of property taxes to eleven (11) South Windsor Taxpayers, the total of said refund being $13,146.44, and as more fully described on attached Exhibit B.

17.     Communications and Petitions from Council

Deputy Mayor Bazzano announced that the South Windsor High School Hall of Fame will hold their first dinner and induction ceremony on March 2, 2013 at Maneeley’s Banquet and Catering Facility.  Inductees for the Class of 2013 include Tom Roy (Class of 1971); Charlie Sharos (Coach and Teacher); Kathleen Woods (Class of 1997); Craig Zimmerman (Class of 1977); Ron Riordan (Class of 1966); Robert LeBreche (Coach and Teacher); Steve Stoklosa (Coach and Teacher); Sal Randazzo (Class of 1963, Coach, Teacher, Administrator and Principal); Cliff Lange (Class of 1975); Ann Duffy (Ellsworth Graduate and Teacher); Kathy Rusch (Coach and Teacher); Billy Morrissette (Class of 1980); and the late Hugh Greer (Ellsworth Coach and Teacher).  The boys undefeated state champions  basketball team of 1970/1971 will receive a team award.  Tickets are $35.00 and includes a buffet dinner.  The reception will begin at 5:00 p.m. followed by dinner and the induction ceremony.  To purchase tickets call Anne Albert at (860) 648-5015

Deputy Mayor Bazzano then explained that he went to the Park & Recreation Commission meeting this past week and it was decided that a su-bcommittee should be established in order to come forward at a later date with a plan for the Recreation Center.  A resolution will come to the Town Council to establish such a sub-committee.

  • Communications and Reports from Town Manager
Chief Reed stated that all of the proper FEMA forms were done for the Storm so the Town can seek out the maximum reimbursement.  The Town Emergency Operation Center was able to stay connected with the State Emergency Operation Center.  Everbridge was used twice during the storm regarding refuse and recycling pickup.  The primary source of communication with the public was through the news, our website, and our facebook page.

Answering questions from the Council, Chief Reed explained that when receiving Everbridge notifications through email, residents should be aware that they need to tell their email system to let that notification in.

Mayor Delnicki questioned when the after action review from the storm will be completed?  Chief Reed explained that the Public Works Department is still in the recover mode.  It will probably be a couple of weeks before it is presented to the Council.  Some items may be addressed during the budget process.
